tag:blogger.com,1999:blog-8353818689632323514.post3325911758683916738..comments2023-12-07T02:28:04.076-08:00Comments on shivajirao: INSUFFICIENT AND DEFECTIVE CLEARANCES FOR POLAVARAM DAMSHIVAJI RAO- ENVIRONMENTALISThttp://www.blogger.com/profile/15500272352488660749noreply@blogger.comBlogger1125tag:blogger.com,1999:blog-8353818689632323514.post-27381959150396192812010-05-31T06:37:01.439-07:002010-05-31T06:37:01.439-07:00Dr.K.L.Rao warned in 1983 that Polavaram Dam will ...Dr.K.L.Rao warned in 1983 that Polavaram Dam will Fail/Collapse<br />Dr.K.L.Rao who worked on the designs of polavaram dam which is similar to Ramapada sagar told Indian Express correspondent that Polavaram dam will collapse due to defective design and it means that abut 50 lakhs f people in Godavari delta Districts will be killed when the Dam breaks for one reason or the other.<br />prof.T.Shivaji Rao who was the senior-most Expert on Environmental Appraisal of irrigation projects for both A.p.state and Union Ministry of Environment estimated that polavaram dam is bound to collapse due to human failure,poor construction or extreme floods in the immediate future,killing 50 lakhs of people.Prof.Shivaji Rao argues that both A.p.state Engineering experts and Experts of the Central Water Commission have connived with each other in estimating the probable maximum flood for which the dam has to be designed based on international standards.While CWC and A.P.state Engineers estimate Maximum flood for spillway design as 50 lakhs cusecs,prof.Shivaji rao says that Union Water Resources Ministry Experts at the National Institute of Hydrology at Roorkee have estimated inflow design flood of 60 lakhs cusecs for conducting the Dam Break Analysis by assuming spillway design flood of 36 lakhs cusecs as estimated in 1999 as apprved by CWC in 1979 based on the assumption that Polavaram is a Barrage.Only when the Extreme floods of 28.5 lakhs cusecs drowned more than 100 extra villages against the estimated 276 villages as per the polavaram project Report of 2005,CWC opened its eyes to make a reassessment of the peak floods in Godavari and consequently reestimated the design peak flood as 50 lakhs cusecs.But Prof.Shivaji Rao rightly questions that if the inflow design flood has to be estimated correctly,one has to add to the natural Extreme flood flow the additional flood flow that arises due to conversion of 200TMC of standing water in the polavaram reservoir into flood flow consequent to the Dam Burst and that may work out to extra 24 lakhs cusecs.Hence,if one adds to the inflow flood of 50 lakhs cusecs,this additional flood due to polavaram reservoir,the total outflow from the dam site in case of an accident will be about 74 lakhs cusecs and this flood will surely overflow the existing River Banks and inundate many towns and villages down stream of the dam resulting in the death of about 50 lakhs of people,besides econmic damage woth several thusands of crores of Rupees due to this man-made disaster.<br />UN Environment Day suggests that people all over the world must avoid man-made Disasters and we,in India are planning to promote such disasters that cause more poverty,unemployment and social unrest.Should not people in India protect their ecological systems and work to conserve natural resources as envisaged by Art.51A[g]of the Indian constitution?Are there no intellectuals imbued with a sense of patriotic fervour to save the people and their Environment? <br />Dr.K.SureshC/o.prof.T.Shivaji RaoSHIVAJI RAO- ENVIRONMENTALISThttps://www.blogger.com/profile/15500272352488660749noreply@blogger.com
